China AQSIQ is a ministerial-level department under the State Council of the People's Republic of China that is in charge of monitoring food and personal care products and ensuring the correct safety precautions are in place, as well as administrative law enforcement.
Random supervision
It conducted a random supervision on 148 kinds of hair dyes and cosmetics for increasing the beauty of appearance, according to Product Quality Law of China and Measures for Random Supervision on Product Quality.
The inspection mainly covered the pH value, limit of hazardous substances including lead, arsenic and mercury, and the content of other substances, such as Methyl 4-hydroxybenzoate and Resorcinol.
It looked at all the substances used in cosmetics, based on the specific quality standards and requirements in Hygiene Standard for Cosmetics (GB 7916-1987), Face Powder, Talcum Powder, and Prickly-Heat Powder (QB/T 1859-2004), Make-up Powder (QB/T 1976-2004), Lipsticks (QB/T 1976-2004), Hair Dyes (QB/T1978-2004).
Given all clear
The result was that all randomly selected hair dyes and cosmetics for increasing the beauty of appearance meet the above national and industrial standards.
According to the Hygienic standard for Cosmetics issued by Ministry of Health of PRC, American Code of Federal Regulations (CFR) and EU cosmetics regulation, it compares the different limits of hazardous substances and suggests cosmetic enterprises complying with the standards and producing cosmetics without harm to body skin.
